Black 47 refers to the worse year of the Irish famine enforced by the British empire.
There was no real famine -the food was being sent away.
And now with Brexit, the issue of whether a hard border will return to Northern Ireland has become the quiet headache islanders face. Bobby Sands instigated a hunger strike not only to call attention to a prison's harsh treatment, but also as a symbolic reminder of the evil that had impacted his Celtic bloodline. The Good Friday Agreement
The Belfast Agreement is also known as the Good Friday Agreement, because it was reached on Good Friday, 10 April 1998. It was a peace agreement between the British and Irish governments, and most of the political parties in Northern Ireland, on how Northern Ireland should be governed. The talks leading to the Agreement addressed issues which had caused conflict during previous decades. The aim was establish a new, devolved government for Northern Ireland in which unionists and nationalists would share power. 
On the constitutional question of whether Northern Ireland should remain in the UK or become part of a united Ireland, it was agreed that there would be no change without the consent of the majority. This is called the 'principle of consent'. The autonomy of the Basque region and the fragility of all regional agreements studied in our history books confirms that hard and soft regional borders will always remain at risk depending on 'who's in charge' aka who's elected.
